ABOUT MIKE

Asset management of our Regulated Drain System including…

  • Certified and Described over 1,300 Regulated Drains with a total length of over 1,450 miles.  (First time ever that Certification and Description had been achieved) (IC 36-2-12-15)
  • Modernizing and updating Regulated Drain Classification List (Projected for presentation to Drainage Board on 3/28/24)
  • Long Range Plan for Reconstruction, Adding Periodic Maintenance, Raising Assessments, and Vacations (Projected for presentation to Drainage Board on 4/25/24)
  • Successfully completed the strategic planning process and have filled seven positions since sworn in. Building a talented team with a commitment to public service.
  • Improved Development Review process by streamlining work flow and successfully hiring new Hydrologist and Drainage Inspector.
  • Completed Phase I Section Corner Perpetuation Program for the townships of Aboite, Cedar Creek, Eel River, Lafayette, Lake, and Perry. In 2023, 255 section corners were perpetuated, representing 10.6% of Allen County. (5% perpetuation (IC 36-2-12-11) had not been done since 2002)
  • Submitted proposal to US Army Corps of Engineers for a PAS study to update our Allen County Stormwater Master Plan (1972).
  • Completed more than the State of Indiana continuing education requirements of 15 hours in the first year for the elected County Surveyor. (34 hours) (IC 36-2-12-2.5)
  • Completed the National Association of Counties High Performance Leadership Master Certification.
  • Completed the Purdue LTAP Road Scholar Master Road Builder certification.
  • Implemented use of technology for efficiency gains.  (ie Updated software, purchased Ipads for field inspection)

Mike Fruchey was sworn in as County Surveyor on September 16th, 2022 as the result of a caucus to fulfill the term of Surveyor Jeff Sorg. Prior to serving as County Surveyor, Fruchey served as a County Engineer for the Highway Department and as a Hydrologist for the Surveyor’s Office.

From the Fall semester of 2007 until the Spring Semester of 2019, Fruchey served as a Continuing Lecturer in the Construction Engineering Technology baccalaureate program at Purdue Fort Wayne, including teaching five semesters of Hydraulics and Drainage.

Fruchey began his engineering career with the City of Fort Wayne Transportation Section in 1995 as an Engineering Technician working in field inspection. Through this time, he achieved his Professional Engineering license from the State of Indiana and worked in various positions culminating in serving as Associate Director of Transportation Engineering Services from 1999 to 2006.

I have had the privilege of knowing Mike Fruchey, the incumbent and current candidate for Allen County Surveyor, since he first ran on my cross-country teams at Carroll High School. I can attest to seeing his work ethic firsthand. Mike has always been willing to step up and be a leader, whether it was leading his cross-county team at the state finals, teaching kids in the classroom, or coaching cross country and track teams of his own. Mike is prepared, he does things the right way. You can rest assured Mike is an experienced well trained public servant who will serve Allen County with integrity and honesty. As county surveyor, you can be sure Mike will spend tax dollars wisely and will dedicate himself to doing the job right. Mike Fruchey is working hard to improve Allen County Drainage. He has started a Section Corner Program to locate and make available information on Section Corners, which are the basis of legal descriptions in your deeds. Mike is also working with the Army Corps of Engineers to update the stormwater master plan to try to help minimize flooding. Mike Fruchey has the right priorities in the Allen County Surveyor’s Office. I ought to know.

I have been blessed to work with many Allen County officials over the past thirty plus years including current Allen County Surveyor, Mike Fruchey. A licensed professional engineer, Mike’s work ethic exemplifies that of a true professional, always striving to expand his professional knowledge for the benefit of the citizens of Allen County. This was very apparent when Mike chose to pursue obtaining the national Certified Floodplain Manager certification. As a professional engineer and certified floodplain manager, Mike brings a level of expertise to the position of County Surveyor that reaches beyond Allen County. As County Surveyor, Mike serves on the Maumee River Basin Commission Board and his contributions have been immensely valuable. Mike is a visionary, a strong leader, and a collaborator, working with agencies such as the U.S. Army Corps of Engineers and City of Fort Wayne to update Allen County’s Stormwater Master Plan to prevent future flooding. Mike is working with the U.S. Geological Survey and the U.S. Department of Agriculture’s Natural Resource Conservation Service to improve water quality in the Maumee Watershed by facilitating the installation of Best Management Practices along County Regulated Drains to prevent nutrients and phosphorus from entering our waterways. Mike has been able to leverage over $15 million dollars in federal grants or cost-sharing funding to help pay for these projects and take the financial burden off of Allen County taxpayers. Mike has served Allen County with honesty, integrity, and has a passion for doing what is right for Allen County and deserves another term.

I have known Mike for several years and the best way to describe him is helpful. I had Mike as an instructor when I attended IPFW where he was one of my most helpful professors. I had several interactions with Mike when he was a deputy in the surveyor’s office, again, extremely helpful getting information I needed. For the last year or so, I have worked with Mike as a colleague in his position as county surveyor, once again, very helpful in sharing information across county lines. Mike Fruchey has started a very aggressive program to find, monument, and document section corner (survey) markers in the county. These markers are paramount to property ownership within Allen County. This program will help landowners and private land surveyors to keep the cost for surveying work lower. Mike is also working with the Army Corps of Engineers on a comprehensive drainage study that will be top notch, and one of the best resources in the state for decades to come. This study helps to reduce costs for highway work, developers, and drainage projects. Mike has also worked on the design and implementation of several drainage projects, using grant funding where possible, to help prevent flooding for the residents and businesses within Allen County. As the Wells County Surveyor for nearly 20 years, I look forward to working with Mike Fruchey for the next several years.

chairman of the Drainage Board and have worked with Mike since 2017. Mike is a man of
integrity who acts in the best interest of ALL citizens of Allen County. He understands his
responsibilities and acts fairly and equally. Mike is forward thinking and is planning for the
future by having the Master Plan for Storm Drainage (1972) updated. He is working to have the
quarter section markers, the basis of property ownership, located and mapped. Finally, Mike is
a strong and positive leader for his support staff, working to maintain effective staffing levels and
morale.

As the Mayor of a growing community, I know how it is important to have partners at all levels of government to provide the best, and most efficient services possible to our residents. One position often misunderstood or overlooked is the position of County Surveyor. The Surveyor has many duties including the construction and maintenance of county regulated drains, section corners, drainage studies, and as a member of the Technical Advisory Commission. The Surveyor also helps set the standards for development ensuring that properties both upstream and downstream are not negatively impacted by development due to drainage issues. We are lucky in Allen County to have an exceptional County Surveyor. Mike Fruchey uses logic, common sense and his strong engineering background in fulfilling his duties as Surveyor. I was proud to vote for Mike in the 2022 Caucus and am proud to say that I am voting for and Supporting Mike Fruchey on May 7th in the Republican Primary. Simply put we need more public servants like Mike.
