ABOUT MIKE
Asset management of our Regulated Drain System including…
- Certified and Described over 1,300 Regulated Drains with a total length of over 1,450 miles. (First time ever that Certification and Description had been achieved) (IC 36-2-12-15)
- Modernized and updated the complete Regulated Drain Classification List, which was approved by the Drainage Board on March 28, 2024. (Last update approval was January 1997 and original approval was May 1970) (IC 36-9-27-34/35)
- Created first comprehensive 5 year Long Range Plan for the Regulated Drain System, which was approved by the Drainage Board on May 9, 2024. The Long Range Plan included reconstruction, establishing and raising periodic maintenance, and vacations, based on the prioritized Regulated Drain Classification List. (IC 36-9-27-36)
- On June 1, 2025, took over Floodplain Administration responsibilities from the Department of Planning Services for unincorporated Allen County. Since then, the communities of Grabill, Huntertown, Leo-Cedarville, Monroeville, and Woodburn have opted to allow the County Surveyor to serve as their Floodplain Administrator. Currently working with FEMA to improve our CRS (Community Rating System) score so residents pay less for flood insurance.
- Completed Phase I Section Corner Perpetuation Program for the townships of Aboite, Cedar Creek, Eel River, Lafayette, Lake, Perry, Pleasant, Scipio, and Springfield. In 2025, Marion and Maumee Townships are being evaluated. Since project began in 2023, 550 section corners have been perpetuated, representing 23% of Allen County. (5% annual perpetuation (IC 36-2-12-11) had not been done since 2002)
- In partnership with the City of Fort Wayne, entered into an agreement on June 7 th , 2024 with the US Army Corps of Engineers for a Planning Assistance to States (PAS) study to begin updating our Allen County Stormwater Master Plan from 1972. This study is projected to be a four phase, five year project. The PAS program funding is 50% Federal funding and 50% local match, which will be split between Allen County and Fort Wayne.
- On November 7, 2024, appointed by the Lt. Governor to serve on the Indiana Drainage Handbook Advisory Board.
- On December 12, 2024, elected by the Maumee River Basin Commission to serve as President for 2025.
- On July 7, 2025, elected North Vice President of the County Surveyor’s Association of Indiana for a two-year term.
- In 2025, completed the State of Indiana training requirement of 15 hours within one (1) year after the individual is elected to the office of county surveyor. (IC 36-2-12-2.5)
Mike Fruchey was sworn in as County Surveyor on September 16th, 2022 as the result of a caucus to fulfill the term of Surveyor Jeff Sorg. Prior to serving as County Surveyor, Fruchey served as a County Engineer for the Highway Department and as a Hydrologist for the Surveyor’s Office.
From the Fall semester of 2007 until the Spring Semester of 2019, Fruchey served as a Continuing Lecturer in the Construction Engineering Technology baccalaureate program at Purdue Fort Wayne, including teaching five semesters of Hydraulics and Drainage.
Fruchey began his engineering career with the City of Fort Wayne Transportation Section in 1995 as an Engineering Technician working in field inspection. Through this time, he achieved his Professional Engineering license from the State of Indiana and worked in various positions culminating in serving as Associate Director of Transportation Engineering Services from 1999 to 2006.
